Is weed legal in Amsterdam? It's the first question almost every American and British visitor asks us. Usually in a low voice. Usually while staring at a coffeeshop window like it might bite.

Here's the honest answer. No, weed is not legal in Amsterdam. Not really. But you can still walk into a shop, show your passport and buy some. Both of those things are true at the same time. Welcome to the Netherlands.

We are Oranje Umbrella, and we have been running Amsterdam walking tours since 2012. Our founder, Erik, came here from Philadelphia. He remembers the confusion well. This guide breaks down the real rules in plain English: what's allowed, what's not, how much you can buy, where you can smoke, and the one mistake that can wreck your whole trip.

Is weed legal in Amsterdam or just tolerated?

It's tolerated. That one word explains everything.

The Dutch have a word for it: gedoogbeleid. It means "tolerance policy." Think of it like this. Something is against the law on paper. But the government has decided, out loud, that police won't go after it as long as you follow certain rules.

So cannabis is still illegal under Dutch law. But small amounts for personal use are not a police priority. And licensed coffeeshops can sell it under strict conditions. That's the deal.

Where did this come from?

In 1976, the Dutch changed their drug law, the Opium Act. They split drugs into two lists. Hard drugs, like heroin and cocaine, went on one list. Soft drugs, like cannabis and hash, went on the other.

The idea was simple. Keep young people who want a joint away from dealers who also sell heroin. Give them a separate, safer place to buy. That place became the coffeeshop. Our article on how Amsterdam became the world's weed capital tells the full story, from hippie houseboats to Mellow Yellow and The Bulldog.

Is it decriminalized?

Kind of. People use that word a lot. In practice, carrying a small amount for yourself won't usually get you in trouble. But "decriminalized" makes it sound fully legal. It isn't. The Dutch prefer "tolerated." So do we.

What are the coffeeshop rules?

Coffeeshops can only sell cannabis if they follow a set of rules. People often call them the AHOJG rules, from the first letters of the Dutch words. Here they are in English.

  • A — No advertising. No big signs, no billboards, no flyers that push weed.
  • H — No hard drugs. A coffeeshop can never sell cocaine, pills or anything like that.
  • O — No nuisance. No noise, no mess, no trouble on the street.
  • J — No young people. Nobody under 18 can enter or buy. ID is checked.
  • G — No large amounts. No more than 5 grams per person per day.

There are more rules, too. A shop can't keep more than 500 grams of stock on hand. And coffeeshops can't sell alcohol. Not even a beer.

If a shop breaks the rules, the city can close it. That's why staff take ID checks seriously. Don't argue with the doorman. He's protecting his job.

How much weed can you buy in Amsterdam?

This is the big one. You can buy up to 5 grams per person, per day, in a coffeeshop.

That's about enough for several joints. For most visitors, it's way more than you need. One gram is plenty for a relaxed evening for a beginner. Maybe more than plenty.

You are also expected to carry no more than 5 grams in public. If you have more, police can take it and fine you. And yes, there's an obvious loophole people try: buying 5 grams at one shop, then 5 more next door. Don't. It's against the spirit of the rule, and staff notice.

Compared to home

In many US states with legal weed, you can buy an ounce or more. An ounce is about 28 grams. So the Amsterdam limit may seem tiny to Americans from Colorado or California. Remember: this is not legalization. It's a tolerated grey zone. The limits are tight on purpose.

In the UK, any amount is illegal. Cannabis is a Class B drug. So for British visitors, even 1 gram bought over a counter feels wild. Enjoy the moment. Just keep your head.

What's the "back door" problem?

Here's the strangest part of the whole system.

A coffeeshop can sell weed out the front door. That's tolerated. But the shop has to get its weed from somewhere. And buying or growing large amounts is still illegal. So the front door is tolerated, but the back door is not.

The Dutch have argued about this contradiction for nearly fifty years. It's a little like a bakery that's allowed to sell bread but not allowed to buy flour.

The wietexperiment

To fix this, the Dutch government started a trial. It's called the wietexperiment, which means "weed experiment." In about ten towns, coffeeshops buy from a small group of legal, licensed growers. Towns in the trial include Breda, Tilburg, Groningen, Maastricht, Arnhem, Nijmegen, Almere and Zaanstad.

Amsterdam is not part of it, at the time of writing. So in Amsterdam, the old back-door system still runs. If you want to see a shop in the trial, read our piece on weed vapes and coffeeshops in Zaandam and Haarlem.

Where can you smoke weed in Amsterdam?

This is where tourists get into trouble. Buying is one thing. Lighting up is another.

Inside a coffeeshop

This is the best and easiest place. Most coffeeshops have seats. You buy something, you sit, you smoke. Simple.

One catch. Since 2008, you can't smoke tobacco inside Dutch bars, cafés or coffeeshops. So inside, joints must be pure cannabis, or you use a vaporizer if the shop offers one. A lot of Europeans mix weed with tobacco. If you don't smoke cigarettes, always ask for a "pure" joint.

On the street

Here's the big change. Since May 2023, smoking cannabis on the street in the Red Light District (De Wallen) is banned. You can get a fine. Police and city wardens, called handhavers (enforcement officers), do hand them out.

Many other public places have rules too. Busy squares, some parks, near schools and playgrounds. The rules can change by area, so look for signs. Our full guide to smoking weed in Amsterdam streets has the details.

In your hotel

Most hotels ban smoking in rooms. Many will charge a big cleaning fee if you do. Some Airbnb hosts ban it too. Check the rules before you book. Ask the front desk if you're not sure. Never smoke on a hotel balcony without asking.

The simple rule

When in doubt, smoke inside a coffeeshop. Or in a private place where the owner says yes. That's it.

Why did Amsterdam ban smoking weed in the Red Light District?

Short version: the neighbors got fed up.

People live in De Wallen. Families. Old folks. Workers who start early. For years, big groups of tourists filled the narrow streets at night, smoking, drinking and shouting. The smell and the noise drove locals crazy.

So in 2023, the city acted. It banned street smoking in the Red Light District. It moved bar closing times earlier there. And it ran a "Stay Away" ad campaign. The ads targeted young British men searching online for rowdy stag trips. The message was blunt: if you're coming to get wasted and cause trouble, don't come.

Was that harsh on British visitors? A bit. But Erik says it plainly: "Most Brits we meet are great fun and very polite. The campaign was aimed at a small crowd that made life hard for people who live here." If you're planning a stag do, read our Amsterdam stag do and bachelor party guide to do it right.

Can you take weed home from Amsterdam?

No. Absolutely not. This is the one mistake that can ruin your trip, your job and your life.

Taking cannabis out of the Netherlands is a crime. Dutch tolerance stops at the shop door. It does not cover borders, airports or planes.

If you're flying to the UK

Cannabis is a Class B drug in the UK. Bringing it into the country counts as importing a controlled drug. That's treated as a serious offence. Customs at UK airports do find it. Don't risk it for a gram.

If you're flying to the US

US federal law still treats cannabis as illegal. US Customs and Border Protection works under federal law. It does not matter if your home state is legal. Landing in California or New York with weed from Amsterdam is still a federal problem. You can be fined, have your item seized, and lose trusted traveler programs like Global Entry.

What counts

All of it. Flower, hash, pre-rolls, vapes, gummies, chocolates, space cake. Even "just a little bit." Even a vape cartridge in a jacket pocket you forgot about.

What to do instead

  1. Buy only what you'll use during your trip.
  2. Finish it, give it away to an adult friend staying behind, or throw it out.
  3. Check your bags, pockets and jackets before you leave for Schiphol.
  4. Walk into the airport clean.

Spend your last morning on something clear-headed instead. Walk the old canals and read up on the Amsterdam canal ring history before you go. Then board your plane with nothing to worry about.

What about edibles, vapes and magic truffles?

Edibles and space cake

Many coffeeshops sell space cake, brownies or cookies with cannabis inside. They fall under the same tolerance rules. But they hit very differently from smoking. They take a long time to kick in and they last a long time.

Our advice: take a quarter or half. Wait at least 1.5 to 2 hours. Effects can last 6 hours or more. Strength varies a lot from shop to shop.

Vapes

THC vapes are a hot topic. Rules and what's on offer can shift, so ask staff what they have and how to use it. Our post on the THC vape group tour goes deeper. And remember: never fly with one.

Smartshops and truffles

A smartshop is a different kind of store. It sells things like magic truffles, which are legal in the Netherlands. That's a separate world. We only mention it to say one thing: don't mix truffles with weed or alcohol. It's a recipe for a very bad night.

What happens if you break the rules?

Most of the time, nothing dramatic. But it's not nothing.

  • Smoking on the street in banned areas: you can get a fine.
  • Carrying more than 5 grams: police can take it and you may be fined.
  • Buying from street dealers: a bad idea. Dealers near Centraal Station and the Red Light District often sell fake drugs or worse. Sometimes they're just scammers. Always buy from a licensed coffeeshop.
  • Being drunk, high and loud in public: you can be fined for nuisance.
  • Driving or cycling high: it's illegal and dangerous. Amsterdam bike lanes are busy and fast.
  • Crossing a border with it: a real crime with real consequences.

The good news? If you follow the simple rules, you'll have no problems. Most police here care about nuisance, not tourists quietly enjoying a joint inside a coffeeshop.

How to enjoy Amsterdam's cannabis culture the smart way

Here's our cheat sheet after 14 years and thousands of guests.

  1. Bring photo ID. A passport or a photo driver's license usually works.
  2. Eat a real meal first. Then go to the coffeeshop.
  3. Start small. One gram is plenty for a beginner.
  4. Ask for pure. No tobacco, unless you smoke cigarettes.
  5. Smoke inside. Not on the street. Not in your hotel room.
  6. Skip the booze. No mixing weed and alcohol.
  7. Drink water. Tap water here is great.
  8. Walk, don't cycle. Never bike high.
  9. Leave it behind. Nothing goes to the airport.

Want someone to walk you through it in person? That's what our Cannabis Culture & Coffeeshop Etiquette tour is for. It's strictly 18+ and we check ID.

We never sell, supply or arrange cannabis. Products are not included. Nobody has to consume anything. Plenty of guests come only for the law, the history and the laughs. You can read more in our complete guide to weed tours in Amsterdam.

Any of our tours can be private — just your group, your date, your pace. Private tours start at €295 excl. VAT for the whole group.
